the new dxcc rule doesn't change the distance requirements, but does add to the list of political entities for which 350 km is the criteria for the first separation. i believe scarborough reef if the first separation from china. in fact, the paracel islands are the nearest part of china for measurement. the distance is 558 km. for any other entity in the area to count, it would need to be at least 800 km from any other entity, paracels, scarborough reef, etc. none of the paracels will be this far from other places.
