operates at least 18 hours a day 7 days a week. (usa only requirement)
will be operational long term.
is not arbitrarily closed to remote incoming -l connections.
is not arbitrarily closed to remote incoming -r connections.
is not arbitrarily closed to other countries.
is not arbitrarily closed to incoming personal computer users.
is open for rf access usage either dtmf or sysop assisted.
