l9cc is one of those stations that can be found all over the place. it has been around for a number of years. recently the bandwacht of the darc reported that regtp konstanz, the german telecommunications authority, states that the l9cc transmitter is located near moscow. the only thing that it sends is an endless slip, no other messages were copied so far.
