GAREC建议推出新的后缀 - D,用于应急通信 [复制链接]

brief summary of garec-07

the third global amateur radio emergency communications conference (garec-07) was in huntsville, alabama, august 16-17.

this is a brief summary of that event because it contains interesting information including parallels of the work that is already underway in iaru region 3.

while garec is not a decision-making body, its ideas and proposals are submitted to the iaru.

the conference recommended the introduction the call sign suffix "/d." this suffix would be used by those in the amateur radio service who handle traffic related to emergency and disaster situations.

another recommendation included the extension of "emcomm party on-the-air." these are emergency communications exercises already in place in iaru region 1.

seppo sisatto, oh1vr, region 1 representative, proposed holding two annual international drills, lasting only 4 hours, beginning november 11.

this is in recognition that major disasters can and do cross international borders, and hams need to practice for such times. (similar to the proposed simulated emergency tests in iaru r3)

garec asked that amateur radio contest organisers considering including in their rules that contest participants avoid frequencies in the immediate vicinity of the centre of activity frequencies (as proposed at garec-05) - 14.300, 18.160 and 21.360 mhz. these frequencies have been adopted by iaru r1, noted by iaru r3 and due to go before the iaru r2 regional conference soon.

the conference also supported the iaru's administrative council decision made its recent meeting in boston to collect information from all member societies about the progress of including in domestic national regulations of the wrc03 revisions to article 25 of the itu radio regulations.

the part of article 25 concerning emergency communications says "amateur stations may be used for transmitting international communications on behalf of third parties only in case of emergencies or disaster relief. an administration may determine the applicability of this provision to amateur stations under its jurisdiction" (rr 25.3), and "administrations are encouraged to take the necessary steps to allow amateur stations to prepare for and meet communication needs in support of disaster relief" (rr 25.9a).

garec不是一个官方组织,这个提议将被送往iaru,如果要实施的话,估计实施还要一段时间。

根据itu的国际法,呼号由各国政府无线电行政主管确定和指配。捆绑在呼号上的“/”作为呼号的一部分,其使用应由政府决定,不是crsa这样的社会团体有权决定的,作为iaru的技术机构的garec至多也只是可以建议一下。虽然相信有些国外业余电台这次会马上使用/d,但我以为中国不必草率紧跟。至今为止得到公认的“/”无非是/m(移动)、/am(航空移动)、/mm(海上移动)、/p(异地-便携)、/qrp(小功率)、“/”前或后加实际操作地点等,都是说明电台本身固有的重要特性的。信产部无线电管理局今年下发的业余电台呼号管理办法对它们的使用加以规范明确,可以成为我国业余电台呼号的合法组成部分。而这次garec建议用/d说明在灾害下负责通信控制的电台,如果这样,就需要研究如何界定这种电台的办法。如果参加emcom训练的电台可以加/d,那么××省市组织应急通信练习的所有电台是否也可以加/d?或者××区××俱乐部的成员搞应急通信练习是否也可以在呼号后加/d?在突发灾害时是否每个人都可以试图加/d来做主控?我国集体业余电台期间曾经出现过大量存活只有数天的bt特设业余电台,其数量超过集体业余电台总数,事后欠下了大量无法回复的卡片。这种对特殊电台、特殊呼号等缺乏必要规范限制造成不良影响而无法收拾的情况不应重复。
