an international team of amateur radio operators were qrv as yu8/oh2r from prishtina shortly after kosovo’s declaration of independence on february 17th. on february 19th the arrl dxcc desk said “kosovo will be added to the dxcc list if it becomes a member of the un, or (2), if it receives a prefix bloc from the itu”. the arrl also sited that the new rule 1c (us. state department “dependencies and areas of special sovereignty" and un “non-self-governing territories”) did not apply.
kosovo has been in a state of limbo since the kosovo war in 1999, when the united nations positioned kosovo beneath the authority of united nations mission in kosovo (unmik) with the support of the north atlantic treaty organization’s (nato) kosovo force (kfor).
in july 2007, after the ahtisaari plan was rejected, a troika was assembled including russia, the us and the eu. the talks failed to convince russia, who has been adamant not to recognize kosovo’s independence, thus no vote was put before the un security council. one day after kosovo’s claimed independence the us state department recognized the fledgling’s claim (www.state.gov/secretary/rm/2008/02/100973.htm). the u.s. state department listed kosovo on their independent states in the world list at http://www.state.gov/s/inr/rls/4250.htm

the international telecommunications union (itu) has rejected previous requests from kosovo for an international dialing code (http://tinyurl.com/2bphsk). the international dialing code requests coincide with itu prefix block requests. kosovo is not the only disputed area seeking independence.
the licenses were issued by unmik following their procedures. at this point in time they were not prepared to change the issued call indicator.
the team was not active at all times as they were involved with establishing amateur radio in the new kosovo. "project goodwill kosova" includes regulatory matters, licensing and exams as well as promoting amateur radio, in its full meaning, to the society at large. additionally it includes revitalizing the existing amateur radio society and helping them in a new beginning and with an application to membership in the international amateur radio union (iaru).
apparently someone hacked into the qrz.com database and made a political statement under the listing for oh2r. the team has taken the position of not taking any side in the political debate. there was only one other station active on the amateur radio bands from kosovo. that would be yu8/hb4fg.
yu8/oh2r went qrt early on february 21st after make some 11,000 +/- qsos. upon arrival home the team members were informed that oh2bh, martti, was hospitalized with a high fever. he has since been released. you can see more photos at http://www.g3txf.com/dxtrip/yu8-g3txf/yu8-kosovo.html
